A consulting firm has recommended State College explore the idea of consolidating with neighboring municipalities — again. 

Twenty-nine years after borough voters rejected a proposed merger with College Township and Patton Township, the issue has resurfaced as local leaders look to grow the region’s economy.

Supporters and skeptics remain. State College Borough Council President Evan Myers says he still believes in the benefits of consolidation but isn't unsure if the political will exists to try again.

SECRET POLICE: Philly narcotics police have secretly used a network of surveillance cameras to build their cases and concealed video when it didn't line up with their testimony, The Inquirer (paywall) reports. While some cases linked to an implicated unit have been dropped, the district attorney is still pursuing others and saying very little.

CRIMINAL POSSESSION: Democratic Gov. Josh Shapiro will sign into law a measure criminalizing the misuse of xylazine, a powerful sedative and increasingly common adulterant in Pennsylvania's illicit drug supply. But advocates have warned that criminalization will fuel prisons, not treatment, all as stronger adulterants surface.

PENN ARRESTS: Arrests have been made at a pro-Palestinian encampment at the University of Pennsylvania. Police in riot gear moved in early Friday. Gov. Shapiro called for the encampment to be disbanded on Thursday. The Daily Pennsylvanian says members of the press, including its student reporters, were kept away.

PRISON HUNGER: An advocacy group says there is "widespread hunger" in Pennsylvania prisons. A study by the 200-year-old Pennsylvania Prison Society found state prison menus that were low on calories, nutrients, and likely "exacerbating disease risk for a population disproportionately affected by chronic illness."

CHURCH & STATE: State inspectors ordered a Pittsburgh-area Catholic school to shut down its before- and after-school program after they found two staffers caring for 50 children. Now, TribLIVE reports, a follow-up inspection has prompted a federal lawsuit, with the school alleging an unconstitutional, "religiously motivated attack."
