LAYOFFS LOOM Georgianna Sutherland / For Spotlight PA Penn State plans to lay off about 50 full-time, non-contract employees as it looks to shrink a budget deficit, but that does not account for how many fixed-term employees or research and teaching assistants might be affected. The university would not specify how much it expects to save by eliminating the roughly 50 positions.
